My lovebird bites ANYTHING that comes into its cage?

My aunt has birds and what she does is when she gets a new bird she will take about 20min. 3 times a day and talk to the bird, doesn't matter what about. Sometimes she will read a book. She does this for a week, then she combines this with putting her fingers in the cage and letting the bird get a smell of her. Do this for another week, then make the attempt to touch and handle the bird.
