I've got guy problems

this guy is my best guy friend but hes never really got over me since we broke up. my best friend told me i should just tell him to let it go already, since we broke up a year ago but we went out for like 4 months. i cant talk to him about other guys but he can talk to me about other girls?! hes so jeljealousd sad all the time. how do i make it clear that its over?...i dondon'tnt his hopes up.
