Why is it when large breeds and small breeds inhabit the same space, small breeds tend to rule to roost?

A small breed can go underneath the bigger dog and make the big dog defensive and nervous. I have seen this many times when a small dog went for the ankles and anything that dangled down low and the bigger dog went running as they could not see where the small dog was.
