Willl shimmerlights make medium blonde bry hair better?

i want nearly whiteblonde hair SO bad. it's very bleached. i CANNOT dye it again! it is a light/medium yellow with some very slight reddish hues in areas. with shimmerlights shampoo and conditioner help get my hair how i want it? i have tried a toner. doesnt work exceptionally well.
